    Chief Physician, graduated from Shanghai Medical University in 1999 with a major in Social Medicine and Health Services Management, obtaining a master's degree. In 2003 and 2008, he went to Australia and France for further studies in health management. Currently serving as the Secretary of the Party Committee of the Zhejiang Provincial Center for Disease Control and Prevention, Vice President of the Zhejiang Preventive Medicine Association, Vice President of the Zhejiang Medical Doctor Association, Editor-in-Chief of China Preventive Medicine Journal, Editor-in-Chief of Health Review, part-time professor at Zhejiang University, and master's supervisor at Ningbo University.

     

    He led the major emergency project 'Key Technology Research on the Prevention and Control of Novel Coronavirus Infection Pneumonia Epidemic', conducting emergency collaborative research on key technologies for the prevention and control of the novel coronavirus. The jointly developed inactivated COVID-19 vaccine was the first to be used in China and obtained conditional approval for marketing. In June 2021, it was included in the WHO Emergency Use List, becoming a major source of COVID-19 vaccines for domestic vaccination. He took the lead in formulating technical guidelines for the prevention and control of the COVID-19 epidemic and specifications such as the epidemic prevention and control risk five-color map management, providing technical support for scientifically guiding epidemic prevention and control in public places, schools, enterprises, and other locations. The innovative measure of the epidemic risk five-color map has provided important references for Zhejiang Province and many other regions in the country to carry out targeted and graded epidemic prevention and control, as well as orderly resumption of work and production, making significant contributions to epidemic prevention and control. The relevant research results have won the first prize of the Zhejiang Provincial Science and Technology Progress Award.

     

    He is devoted to the development of health system in Zhejiang Province, having previously led the comprehensive reform of county-level public medical institutions in Zhejiang Province. He completed the 'Evaluation Report on the Comprehensive Reform of County-level Public Hospitals in Zhejiang Province,' providing important decision-making basis for the issuance of the 'Opinions on Deepening the Comprehensive Reform of County-level Public Hospitals'. He also led the research on the 'Double Sink and Two Upgrades' initiative, p_r_o_m_p_ting relevant departments to issue the document 'Implementation Opinions on Promoting the Construction of a Long-term Mechanism for the 'Double Sink and Two Upgrades''.
